Ada County Highway District officials are asking voters to decide whether to continue collecting vehicle registration fees that have funded road and bridge repairs across the region for more than three decades. The November 2024 ballot measure will determine if the fee program extends through the end of 2046 or expires at the close of 2028.
What Voters Will Decide
A yes vote on the measure would extend the vehicle registration fee collection through December 31, 2046, maintaining the current fee structure without any increase. A no vote would allow the fees to expire at the end of 2028, eliminating the revenue stream entirely. The district has not proposed raising fees as part of this renewal effort.
The current fee structure generates approximately $14 million annually for Ada County transportation projects. Vehicle registration fees vary by type and age, ranging from $8 for motorcycles and terrain vehicles to $40 for newer passenger vehicles between one and two years old. School buses and vehicles primarily used for hire pay $16 annually, while older vehicles over seven years pay $24.
History of Fee Approvals in Ada County
Ada County voters initially approved vehicle registration fees in 1990 and renewed the measure in 2008. A 2018 ballot measure proposing a 75 percent fee increase across all vehicle types was rejected by voters, with 53.4 percent voting against the proposal at that time.
Miranda Gold, ACHD Commission President, framed the current measure as an opportunity for voters to sustain existing investments. “The Vehicle Registration Fee has helped deliver meaningful transportation improvements across Ada County for decades,” Gold said, adding that “now it’s up to the voters to decide whether they would like that investment to continue.”
How Revenues Are Used
The $14 million generated annually from vehicle registration fees supports road and bridge repair projects, congestion relief initiatives, and safe routes to school programs throughout Ada County. The Highway District allocates funding across the region, including communities such as Boise, Meridian, Eagle, Kuna, Star, and Garden City.
Without the vehicle registration fees, the district would face reduced capacity to maintain and improve the transportation infrastructure that serves Ada County residents and businesses. The current expiration date of 2028 would create a funding cliff if voters do not approve the extension.
